With reference to your letter of the 2nd (3) instant No.13825/33, concerning an application from

two Russian citizens to visit Hong Kong on behalf of

the Soviet Oil Company Union Petroleum Trust, I am

commanded by My Lords Commissioners of the Admiralty

to acquaint you, for the information of the Secretary of

State for the Colonies, that they concur in his

proposal to request the Governor of Hong Kong to refuse

all facilities to Russian Oil Companies at the present

time, the matter being reconsidered, if necessary,

the present trade negotiations with the Russian

Government have been concluded.

Copies of this letter have been sent to

the Foreign Office, Petroleum Department, Board of

Trade and the War Office.
